People focus on off-page because that is easier to them. They are exposed to gaining advantage on social media and other platforms. But on-page and technical SEO are a bit tech savvy. You cannot simply start them unless you have enough exposure. You should know what it is before trying.
That takes time and effort. So, not for all.

I heard that OpenAI wants everyone have access to GPT-5. That's a big dream. I think they can be the next Google easily. Only if the data centre need are met. OpenAI signed a multi billion dollar deal with Oracle for data centres recently. $30bn?

Nicely explained! I never thought of that angle.
Most people focus on social promotion and backlinks. The bad thing about it is that you completely ignore on-page and technical SEO. Which is the car and the driver in your example. Crowd cheering and a good racing track, what use it without proper driver and car.

Consider it like this, you are participating in a car race
1. The driver - On page SEO
2. The car - Technical SEO
3. The track - Off page SEO
4. The crowd - Local SEO
